  2. The licensing of barbers and the barber board was created in 1899, the licensing of cosmetologists began in 1929 and the State Board of Cosmetology was created in 1956. The board enforces Chapters 328 and 329, RSMo, and regulates barbers, cosmetologists, manicurists, estheticians, instructors, salons, barbershops and cosmetology and barber schools.

Cosmetology License Restoration Cosmetology licenses issued by the Ohio State Cosmetology and Barber Board expire on January 31st of every odd numbered year. If a renewal fee has not been received for two-consecutive renewal periods (4 years), the license will go into a lapsed status.

Section 4713.61 of the Ohio Revised Code permits the Board to classify a license as “Inactive” for persons who are not currently practicing a branch of cosmetology, but who desire to do so in the future. In years past, the Board called this an “Escrow” license. Beginning this year, the Board changed the status of the license to reflect the classification of “Inactive” in accordance with Ohio law. A license I.D. card will not be printed and mailed to persons in an “Inactive” status, because it is not an active practicing license, advanced license, or instructor license. A licensee is not required to complete continuing education requirements when a license is classified as an “Inactive” license, but, since the license is classified as Inactive, they are not permitted to practice.

Ohio law and the Board rules require licensees to apply each renewal period for an “Inactive” classification. Each renewal period, a form and a fee must be filed to keep the license in an “Inactive” status. If the license is not maintained each renewal period in this status or reinstated to an active license, the license will expire.

Some licensees have reported that Beauty Supply Wholesalers require persons to have an “Active” license to make purchases of professional products. Please note: The Ohio State Board of Cosmetology does not regulate beauty suppliers/wholesalers. It is their discretion or policy as to who may make purchases of professional products. If an active license is required, licensees must reinstate an Inactive license to an Active status.

Your User ID and Password are mailed to licensees each renewal period. This information should be kept in a safe place and readily available for you to access the E-Licensing Center at https://license.ohio.gov/secure/login.asp. Licensees should ensure the most current address is on file with the Board, so that the Board may be able to provide licensees will the most current information at renewal time. Also, keep in mind that your E-mail must be updated. Email is the primary method the Board uses to communicate information and rule changes to our licensees.

Cosmetology License Online Renewal

With Am. Sub. S.B. 213 passing and becoming law, the Manager license and the requirement for a person holding an active manager license to be on duty at all times when a salon is open was eliminated. All licensees who previously held a Manager license were issued an Advanced License, which was required under new law. From this point forward, Advanced licenses will replace the previous manager licenses.

Advanced curriculums have been approved for cosmetology schools, and persons who were enrolled in a manager program have now been transitioned to an Advance practice program. Additionally, an Advanced license may be obtained based on work experience. The application based on work experience is available on our website at the following link:

  • An Advanced license IS NOT required to obtain an Independent Contractor license.
  • An Advanced license IS required to obtain an Instructor license.

Your personal and/or independent contractor licenses, which expire January 31, 2019, have a new look. The actual licenses are wallet-sized, punch-out cards. The cards must be produced, along with a current, government-issued photo I.D., to Board Inspectors and members of the public. Appropriate forms of photo I.D. include driver’s licenses, state I.D. cards, and unexpired passports. A state board approved photo is no longer required to be posted in the salon.

The section below the punch-out license is a certification indicating that you have met the requirements to obtain the license you have been issued. You may post this certification in the salon, but are not required to do so.
